The House of Representatives has released the Certified True Copies (CTCs) of four landmark tax reform laws signed by President Bola Ahmed Tinubu, following allegations that altered versions of the Acts were circulating in the public space.
The decision followed concerns raised during plenary over discrepancies between documents in circulation and the versions duly passed by the National Assembly. Acting on the development, the Speaker of the House, Rt. Hon. Tajudeen Abbas, with the concurrence of Senate President Godswill Akpabio, ordered the immediate public release of the certified copies, including the presidential assent pages.
The controversy was triggered by a point of privilege raised by a Sokoto lawmaker, Abdussamad Dasuki, who warned that the inconsistencies could erode public trust in the legislative process and undermine the credibility of the tax reform agenda.
The released legislations are the Nigeria Tax Act, 2025; Nigeria Tax Administration Act, 2025; National Revenue Service (Establishment) Act, 2025; and the Joint Revenue Board (Establishment) Act, 2025.
In a statement issued on Saturday, the House Spokesman, Rep. Akin Rotimi, said the action underscores the leadership’s commitment to transparency, legislative accountability, and institutional integrity. He explained that the Speaker promptly ordered internal verification and public disclosure of the authentic laws to eliminate doubts and preserve the sanctity of the legislative record.
Rotimi noted that the tax reform process involved extensive stakeholder engagements, committee scrutiny, and rigorous plenary debates to ensure the laws reflect Nigeria’s fiscal and economic realities.
Quoting Speaker Abbas, the statement stressed that all laws passed by the National Assembly and assented to by the President follow a traceable constitutional process, with certified copies serving as the only valid and authoritative versions.
The House advised the public and stakeholders to disregard any unauthorised or unofficial versions of the Acts, emphasising that only the certified copies released by the National Assembly should be relied upon.
It also disclosed that the Clerk to the National Assembly is working with the Federal Government Printing Press to ensure accuracy and uniformity of the documents, while hard copies have been made available for public access.

Meanwhile, the Ad-Hoc Committee investigating the alleged alterations, chaired by Rep. Muktar Betara, will continue its probe to determine how unauthorised documents entered circulation and to recommend safeguards against future occurrences.
The House reaffirmed its commitment to transparency, constitutional governance, and the rule of law.
