The Independent Hajj Reporters (IHR) has urged the National Hajj Commission of Nigeria (NAHCON) to take direct control of Hadaya arrangements for the 2027 Hajj, warning that different charges imposed by states could leave pilgrims exposed to avoidable financial disparities.
The faith-based civil society organisation said the absence of a uniform Hadaya fee and central monitoring framework could undermine transparency in the management of the obligatory sacrifice, particularly as pilgrims from different states pay varying amounts despite similarities in Hajj fares.
In a statement signed by its National Coordinator, Ibrahim Muhammad, on Monday, IHR called on NAHCON to establish a single pricing structure and guideline for Hadaya applicable to all Nigerian pilgrims.
The organisation acknowledged that Hadaya operations during the Mashair are currently coordinated through different intermediaries for individual states, but said the fragmented arrangement requires stronger tracking and accountability.
IHR said pilgrims, particularly from the northern zone, who paid equal Hajj fares should not be subjected to different Hadaya charges.
It proposed a central coordinating committee comprising NAHCON and state pilgrims welfare boards to harmonise charges, monitor payments and ensure that the sacrifice is properly carried out.
Hadaya is an obligatory animal sacrifice for pilgrims performing Tamattu’ Hajj, a category that IHR said covers more than 98 per cent of Nigerian pilgrims.
The group also raised concerns over the 2027 Hajj cost template, noting that Hadaya was excluded, thereby leaving individual states to determine the charges.
According to IHR, the arrangement creates room for disparities and possible financial abuse, making a centralised framework necessary to protect pilgrims.

The organisation further stressed that transparency should extend beyond the amount charged to pilgrims to include verification that the sacrifices are performed in accordance with Sharia requirements, including the proper timing, location and condition of the animals.
It urged NAHCON to strengthen oversight of the process to ensure that pilgrims receive value for their payments while their religious obligations are properly fulfilled.
