The Niger Delta Development Commission (NDDC) on Wednesday submitted detailed records of payments and contributions by oil companies totalling ₦113 billion and $47.9 billion to the Senate Committee on Public Accounts.
The submission was made at the Special Legislative Oversight and Public Hearing on the Nigeria Extractive Industries Transparency Initiative (NEITI) Oil and Gas Industry Audit Reports for 2021, 2022 and 2023, held by the committee.
Representing the NDDC Managing Director, Dr. Samuel Nnumbu, the commission’s Executive Director/Director of Finance and Accounts told the committee that NDDC had submitted updated records covering receipts from January 2021 to December 2025.
He said the documents contained details of payments and contributions made by oil companies, including dates of payments, amounts received and summaries arising from reconciliation exercises conducted with the companies.
The NDDC representative also presented a schedule of funds received through the Economic and Financial Crimes Commission (EFCC), saying the commission had reconciled the records with the anti-graft agency.
According to him, the 61-page submission contained detailed payment schedules in naira and dollars from the various oil companies, with the relevant details contained on page 57.
He said the total amount reflected in the submitted records was ₦113 billion and $47.9 billion.
The NDDC delegation urged the committee to consider the documents as part of the commission’s response to issues arising from the NEITI audit reports.

Responding, the committee thanked the NDDC representatives for the submission, saying it would study the documents alongside the reports and revert to the commission if further clarification or documentation was required.
The hearing is part of the Senate’s ongoing scrutiny of the findings and recommendations contained in the NEITI Oil and Gas Industry Audit Reports, particularly issues relating to payments, revenue flows and remittances in Nigeria’s extractive sector.
