The Federal Government has warned Ministries, Departments and Agencies (MDAs) against poor performance, stressing that compliance with government reforms must translate into measurable results and improved service delivery.
The warning comes amid renewed efforts to strengthen accountability across public institutions in line with President Bola Ahmed Tinubu’s position that non-performance will no longer be tolerated in government.
The Director-General of the Presidential Enabling Business Environment Council (PEBEC), Princess Zahrah Mustapha Audu, gave the indication at the MDA High-Level Strategic Engagement and Press Briefing, hosted by the Federal Ministry of Finance under the theme, “MDA Data Collection and Harmonisation.”
Audu presented findings from the Business Environment Enhancement Programme Accelerator (BEEPA), highlighting progress made by federal MDAs, existing performance gaps and the need to sustain compliance with government reforms.
The assessment showed that 16 MDAs had achieved full implementation of the reforms evaluated. However, recent mystery shopping findings revealed a decline in responsiveness following the conclusion of active monitoring, raising concerns about the sustainability of improvements recorded by the agencies.
The PEBEC director-general said the council would continue to monitor MDAs through mystery shopping exercises, a live performance tracker and the forthcoming end-of-year Business Facilitation Act (BFA) Compliance Ranking.
She explained that the monitoring mechanisms were designed to provide continuous information on institutional performance, identify service delivery gaps and hold government agencies accountable for their reform commitments.
According to her, MDAs must demonstrate consistent performance throughout the year rather than improve their services only during active monitoring exercises.
The engagement also highlighted the Federal Ministry of Finance’s increasing focus on institutional performance, with the ministry expected to consider agencies’ responsiveness, performance and compliance with reforms in its engagements and dealings with them.
The initiative is part of the Federal Government’s broader efforts to improve public sector efficiency, strengthen transparency and create a more responsive business environment for citizens and investors.
PEBEC said it would continue to use digital performance tracking, mystery shopping, BFA compliance assessments and data-driven monitoring to identify implementation gaps and support improvements across government institutions.

The council maintained that government agencies must move beyond compliance on paper to demonstrate measurable results and sustained improvements in service delivery.
It added that it would continue to collaborate with MDAs to strengthen transparency, accountability and efficiency in the delivery of public services and the implementation of business environment reforms.
