Lagos Govt Urges Residents to Embrace Attitude Change to Tackle Corruption, Improve Service Delivery
The Lagos State Government has called on residents to embrace positive attitude change to strengthen governance, curb corruption and support the state’s drive toward becoming a 21st century economy.
Speaking at the 4th Public Policy Roundtable organised by the Policy Analysis, Monitoring and Evaluation (PAME) Department of the Cabinet Office, the Permanent Secretary, Cabinet Office, Ms. Toyin Ogunlana, said mindset reform among citizens and public officers remained essential to sustainable development.
The roundtable, themed “Accelerating Accountability and Responsive Governance Through Making Lagos a 21st Century Economy,” provided an opportunity to evaluate realities within the civil service and enhance policy implementation strategies.
Ogunlana said attitude change was critical to improving public service delivery and curbing corruption, noting that while government institutions and Civil Society Organisations continued to play vital roles, meaningful transformation depended largely on the willingness of residents and government workers to do things differently.
She stressed that embracing integrity, transparency and accountability would significantly reduce corruption in the system, urging public servants to prioritise proper record-keeping and evidence-based decision-making. According to her, weak documentation and poor data management remain major obstacles to effective governance.
The permanent secretary also acknowledged ongoing efforts by government to improve access to information, encouraging residents to be proactive in seeking relevant information and participating in governance processes.
She emphasised that civil servants were crucial to policy formulation and execution, but citizen input was equally vital in shaping impactful policies.
Also speaking, the Head of the PAME Department, Dr. Oladele Oyatope, defined public policy as deliberate action—or inaction—taken by government to address societal challenges or achieve desired development outcomes.

He explained that policy involves decisions, regulations and funding priorities that shape governance direction.
Oyatope noted that Lagos had recorded notable economic progress ahead of many states in Nigeria due to effective policy initiatives, including support for small and medium-scale enterprises and the development of financial technology and innovation hubs. These, he said, were part of efforts to build a vibrant 21st century economy in the state.
