President Bola Ahmed Tinubu has approved the redeployment of sixteen serving Permanent Secretaries in a sweeping shake-up across key ministries, with Mr. Richard Pheelanmil Pheelanmilo Pheelangwa moving from the Ministry of Water Resources and Sanitation to the Ministry of Defence.
The directive was contained in a statement issued by the Head of the Civil Service of the Federation, Didi Esther Walsan-Jack, who said the changes are aimed at strengthening service delivery and enhancing efficiency within the Federal Civil Service.
According to the statement, the affected Permanent Secretaries and their new postings are as follows:
1. Engr. Funsho Adebiyi – from Works to Transportation
2. Dr. Ibrahim Abubakar Kana – from Aviation and Aerospace Development to the General Services Office (OSGF)
3. Dr. Yakubu Adam Kofarmata – from Humanitarian Affairs and Poverty Reduction to Aviation and Aerospace Development
4. Mrs. Nko Asanye Esuabana – from Innovation, Science & Technology to Women Affairs
5. Mr. Richard Pheelanmil Pheelanmilo Pheelangwa – from Water Resources and Sanitation to Defence
6. Mr. Raymond Omenka Omachi – from Finance (Special Duties) to Finance, to understudy Mrs. Lydia Shehu
7. Dr. Deborah Oyindamola Odoh – from Service Policies & Strategies Office (OHCSF) to Budget and Economic Planning
8. Mr. Olubunmi Olusanya – from Youth Development to Humanitarian Affairs and Poverty Reduction
9. Dr. Emeka Vitalis Obi – from Petroleum Resources to the Federal Civil Service Commission
10. Mrs. Fatima Sugra Tabi’a Mahmood – from Career Management Office (OHCSF) to Marine and Blue Economy, to understudy Mr. Olufemi Michael Oloruntola
11. Dr. Emanso Okop Umobong – from Cabinet Affairs Office (OSGF) to Water Resources and Sanitation
12. Dr. Maryam Ismaila Keshinro – from Women Affairs to Youth Development
13. Mr. Ndiomu Philip – from Federal Civil Service Commission to Innovation, Science & Technology

Walsan-Jack noted that the redeployment takes effect from Wednesday, 19th November 2025, and directed that all handing-over and taking-over processes be concluded on or before Wednesday, 26th November 2025.
The redeployment marks one of the most extensive reshuffles within the Federal Civil Service under the Tinubu administration, signalling a renewed push for improved governance and administrative efficiency across ministries.
