The Akwa Ibom State Health Insurance Agency (AKSHIA), through its flagship ARISECare initiative, has enrolled over 47,000 residents and extended coverage to more than 52,000 civil servants and their dependents. With a target of reaching 200,000 enrollees by the end of 2025, the agency is rapidly expanding access to affordable healthcare in the state.
In recognition of its efforts, AKSHIA was named the Fastest Growing Agency in Health Care Coverage (2025) by the Institute of Health Insurance and Managed Care. The award was presented during a ceremony held on Tuesday in Abuja.
Chairman of the Institute, Dr Hope Uweja, applauded the rise of state-level health insurance schemes, describing them as essential pillars in Nigeria’s pursuit of Universal Health Coverage (UHC).
“In my eight years in the sector, I’ve witnessed the growing impact of these schemes. States like Akwa Ibom are showing real commitment in expanding health insurance coverage,” Uweja said.
Presenting the award, the Minister of State for Humanitarian Affairs, Dr Yusuf Sununu, acknowledged AKSHIA’s swift progress since its launch on September 20, 2024.
Receiving the award, AKSHIA’s Executive Secretary, Dr Arthur Igbemi, said the agency was established to make healthcare more accessible and affordable for all Akwa Ibom residents.
“This achievement is a testament to Governor Umo Eno’s vision. His commitment to rural health ensures people can stay close to home, farm, and earn a living while staying healthy,” Igbemi stated.
He also highlighted ongoing projects such as the construction of a Medical City, an Emergency Services Unit, and a new model Primary Healthcare Centre—some of which were recently commissioned by Coordinating Minister of Health, Prof. Muhammad Ali Pate.
AKSHIA Board Chairman, Dr Edikan Ekwere, expressed delight at the national recognition.
“To receive this award just six months after launching is no small feat. It brings me great joy, and I thank God for making this possible,” he said.
Dr Ekwere praised the health insurance scheme for easing out-of-pocket healthcare expenses and promoting economic productivity.
“This intervention cuts across every segment of our state. Thanks to the Governor’s support and the ARISE Agenda, we are already witnessing transformation in the sector,” he added.
He dedicated the award to God, the Governor, the agency’s board members, and staff for their dedication.
Mr Aniekan Akpan, Permanent Secretary of the Akwa Ibom Liaison Office in Abuja, also credited the Governor for his proactive leadership and political will in launching the health insurance programme.

“Although we started slowly, the Governor’s consistent drive has helped us catch up with other states. We’re now improving health coverage for low-income earners, which is vital for long-term success,” he said.
