The Federal Ministry of Foreign Affairs on Monday held a valedictory session in honour of outgoing Minister, Yusuf Maitama Tuggar, spotlighting his legacy of reform and the institutionalisation of Nigeria’s Four-D Foreign Policy Doctrine.
The ceremony, attended by senior government officials, directors, and stakeholders in Nigeria’s diplomatic community, underscored the minister’s contributions to strengthening bilateral and multilateral relations, advancing economic diplomacy, and enhancing Nigeria’s global standing.
In his opening remarks, Permanent Secretary Dunoma Umar Ahmed described the session as both symbolic and significant, noting that it provided an opportunity to reflect on the strides recorded under Tuggar’s leadership. He credited the outgoing minister with repositioning Nigeria’s foreign policy architecture and deepening engagement with strategic international partners.
Goodwill messages from top officials and colleagues highlighted Tuggar’s emphasis on professionalism, innovation, and institutional discipline, with speakers commending his efforts to align Nigeria’s diplomatic priorities with national development goals.
Delivering a formal citation, Minister of State for Foreign Affairs, Bianca Odumegwu-Ojukwu outlined key achievements during Tuggar’s tenure. She noted the articulation and implementation of the Four-D Doctrine—Democracy, Development, Demography, and Diaspora—as a central pillar of Nigeria’s foreign policy. She also referenced milestones in economic diplomacy, multilateral engagement, institutional reforms, and enhanced citizen protection abroad.

Tuggar, who voluntarily resigned his appointment, expressed gratitude to the ministry’s leadership and staff for their support and professionalism.
