Utsev Launches 2026 Sectoral Retreat, Pushes Accountability Drive with Performance Bonds in Water Sector

The Honourable Minister of Water Resources and Sanitation, Engr. Prof. Joseph Terlumun Utsev, on Tuesday declared open the 2026 Sectoral Retreat on the Ministerial Performance Management System, underscoring the Federal Government’s renewed push for accountability and improved service delivery in the water sector.

Speaking at the retreat in Abuja, Utsev stressed the need to strengthen performance, transparency, and efficiency across the ministry and its agencies. He noted that the Performance Management System remains a critical tool for driving measurable results in water resources management and sanitation services, in alignment with the Renewed Hope Agenda of President Bola Ahmed Tinubu.

According to a press statement issued by the Director of Information and Public Relations, Mrs. Funmi Imuetinyan, the Minister called on participants to actively engage in reviewing existing performance frameworks and share practical insights to enhance implementation across departments, agencies, and River Basin Development Authorities.

Utsev also commended resource persons and organisers for their contributions, urging stakeholders to adopt innovative strategies that would translate policy goals into tangible outcomes for Nigerians.

A major highlight of the retreat was the signing of Performance Bonds between the Minister and Chief Executive Officers of the ministry’s agencies. Similar agreements were also executed between the Permanent Secretary, Dr. Emanso Umobong, and Heads of Departments, signaling a firm commitment to accountability and results-driven governance within the sector.

The retreat is expected to further reinforce institutional performance and ensure improved access to water and sanitation services nationwide.
