The Federal Government of Nigeria has embarked on a study tour to the StaRplast Factory in Urbino, Italy, as part of efforts to identify innovative technologies that can strengthen Nigeria’s water quality management systems.
A high-level delegation from the Federal Ministry of Water Resources and Sanitation, led by the Permanent Secretary, Mr. Richard Pheelangwah, visited the factory on Thursday, September 11, 2025, at the invitation of StaRplast’s management.
StaRplast, a leading Italian firm, specializes in advanced water purification and recovery solutions for both civil and industrial applications. The visit followed an earlier presentation to the Ministry by StaRplast and its Nigerian representative, Nadab Aric Royal Trading and Investment Nig. Ltd.
According to a statement signed by Funmi Imuetinyan, Director of Information and PR, on Friday, the delegation included the Director of Water Quality Control and Sanitation, Mrs. Elizabeth Ugoh; Director II of Water Quality Control and Sanitation, Mr. Habu Jamilu; Assistant Director of Quality Assurance; and the Assistant Director of Legal Services.
Upon arrival, the Nigerian team was received by Mr. Stefano Grandicelli, Sole Administrator of StaRplast, alongside senior management staff and representatives of their Nigerian partner. The delegation was given a comprehensive tour of the facilities, observing the company’s cutting-edge production processes and water technology innovations.
Discussions focused on biological water treatment, wastewater reuse, and rainwater recovery systems. StaRplast showcased several solutions relevant to Nigeria’s needs, including:
BluOne – a community-based wastewater treatment system.
Pluvio – a solution for managing and reusing flood and storm water.

Biogrigio – designed for household recovery and reuse of grey water, especially critical in water-scarce regions.
Both parties agreed on the need for deeper collaboration to introduce these technologies in Nigeria. It was further proposed that StaRplast receive a recommendation letter to facilitate engagement with potential Nigerian stakeholders and possibly showcase its innovations at national water sector forums, such as the National Water Resources Council. A Memorandum of Understanding (MoU) with its Nigerian representative is also being considered.
