The National Emergency Management Agency (NEMA) has joined key security and emergency stakeholders in a high-level crisis response simulation exercise, code-named “Ex Rapid Response 2”, organised by the Office of the National Security Adviser (ONSA).
Held at the Bola Ahmed Tinubu International Conference Centre, Abuja, the exercise simulated a large-scale Marauding Terrorist Fire Arms (MTFA) attack to assess inter-agency collaboration, coordination, and operational readiness. While Nigerian Security Forces neutralized the threat, NEMA coordinated first responders in managing casualties and public safety.
Specialised counter-terrorism and emergency assets, including K-9 units, Chemical, Biological, Radiological and Nuclear (CBRN) teams, Explosive Ordnance Disposal (EOD) squads, Hazmat experts, and mass casualty evacuation systems, were deployed during the drill.
NEMA’s Director General, Mrs. Zubaida Umar, commended the joint efforts, describing the exercise as “a critical opportunity to identify gaps, strengthen synergy, and enhance efficiency in Nigeria’s emergency preparedness and response framework.” She emphasized the need for continuous training, resource integration, and information sharing among agencies.

Rear Admiral Emmanuel Nmoyel, Director of Presidential Communications, Command and Control Centre, who coordinated the exercise, said the primary objective was to reinforce synergy, improve joint operations, and build resilience against emerging threats.
As the lead agency for mass casualty management and public health emergencies, NEMA reaffirmed its commitment to sustained interagency cooperation in line with the Federal Government’s efforts to bolster national security and disaster management capacity.
