The Director General of the National Emergency Management Agency (NEMA), Mrs. Zubaida Umar, has reiterated the Agency’s commitment to promoting resilience and self-reliance among displaced and vulnerable populations through vocational empowerment and skills development.
She made the remark on Saturday in Abuja at the graduation ceremony of 200 beneficiaries of a vocational skills training programme organized by the Maryam Babangida National Centre for Women Development (MBNCWD).
According to a press statement signed by Manzo Ezekiel, Head of the Press Unit at NEMA, the initiative targeted Internally Displaced Persons (IDPs) and vulnerable youth affected by insecurity and socio-economic challenges across various communities.
In her goodwill message, Mrs. Umar emphasized that effective emergency management extends beyond disaster response to include initiatives that rebuild lives and restore hope.
“Emergency management goes beyond responding to disasters; it is also about building resilience, restoring hope, and supporting sustainable livelihoods for those affected by crises—especially our vulnerable populations, including women, youth, and displaced persons,” she said.
The NEMA boss commended the Maryam Babangida Centre for its commitment to empowering vulnerable groups through skills acquisition, describing such interventions as vital tools for poverty reduction and community upliftment.
She urged the graduates to deploy their newly acquired skills productively in ways that strengthen their communities and contribute to national development.
As part of its contribution, NEMA provided livelihood support items to the beneficiaries and the Centre to help sustain the gains of the programme. Mrs. Umar reaffirmed that the Agency will continue to collaborate with relevant institutions and development partners to reduce vulnerability and strengthen resilience nationwide.
In her remarks, the Director General of the Maryam Babangida National Centre for Women Development, Dr. Vilita Asabe Bashir, commended NEMA’s continued partnership and support, describing it as a testament to the Agency’s dedication to humanitarian service and national recovery efforts.

She noted that the empowerment initiative was designed to enable IDPs and other vulnerable persons from insecurity-affected areas to become self-reliant and economically stable.
The ceremony also featured testimonies from participants and stakeholders who lauded the Federal Government and its partners for their commitment to addressing vulnerability through skills development and empowerment initiatives.
