The Permanent Secretary of the Federal Ministry of Environment, Mahmud Adam Kambari, has taken proactive measures to enhance service delivery within the ministry.
This was exemplified by the signing of a Performance Contract with the Directors of the Ministry, following a comprehensive training and sensitization of nominated staff as Performance Management Champions.
These firectors are intended to spearhead the implementation of the Performance Management System (PMS) and the Performance Management Team (PMT).
Aligned with the directives from the Office of the Head of the Civil Service of the Federation (OHCSF), the performance contract aims to optimize the efficiency and productivity of every officer within the Civil Service. By ensuring that each officer has a structured schedule and contributes effectively to the ministry’s objectives and the nation’s economic growth, the contract signing ceremony with the Directors at the ministry’s headquarters in Mabushi, Abuja, signifies a pivotal step towards maximizing workforce potential.
During the signing ceremony on Wednesday, Kambari emphasized that the Performance Management System (PMS) will serve as a tool for evaluating staff performance and providing necessary mentorship to enhance their effectiveness in fulfilling their duties. This system is designed to cultivate excellence among all officers, ultimately replacing the subjective self-scoring method previously employed.
Kambari highlighted that the PMS will facilitate the assessment of officers’ contributions to various priorities such as Financial, Ministerial, and Service-Wide dimensions. This initiative, spearheaded by the Head of Service of the Federation, Dr. Folashade Yemi-Esan, CFR, aims to expedite job efficiency and elevate service delivery standards across the country.
In addition to enhancing service delivery, officers will now be evaluated based on their performance, with high ratings leading to promotions and increased responsibilities, thereby fostering enhanced productivity. The Directors were tasked with cascading their deliverables to their subordinates, with the imminent launch of the PMS automation receiving full support from Kambari.
Departments and Units are encouraged to establish realistic targets in their performance contracts, with a commitment to achieving them. Kambari pledged to provide a conducive environment for transparently realizing these action plans, ensuring effective service delivery.
The Director of Planning, Research, and Statistics, Malam Stanley Jonah, lauded the ministry’s commitment to aligning with the directives of the Head of Service to elevate service delivery and foster economic growth.
He also commended the efforts of the Special Assistant to the Permanent Secretary, Dr. Oba Upkabi, and the Permanent Secretary’s Personal Assistant, Dr. Hassan Muhammad, for their invaluable contributions to the ministry’s digitization endeavors.
It is noteworthy that President Bola Ahmed Tinubu GCFR also entered into Performance Contracts with his Cabinet Ministers to advance the Presidential Mandate under his administration’s “Renewed Hope Agenda.”
