Deputy Speaker of the House of Representatives, Rt. Hon. Benjamin Okezie Kalu, has appointed Sam Ifeanyi Hart, Esq. as his new Chief of Staff. Hart, a seasoned public affairs strategist and governance expert, succeeds Hon. Toby Okechukwu, who was recently named Executive Director, Projects, at the newly established South East Development Commission (SEDC).
Before his appointment, Hart served as Special Adviser to the Deputy Speaker on Public Affairs. He has an extensive background in training, consultancy, and strategic communication. From 2019 to 2023, he was the Director-General of the Abia State Marketing and Quality Management Agency, where he played a key role in promoting economic development and quality standards.
Hart is an alumnus of the National Institute for Policy and Strategic Studies (NIPSS), Kuru, where he attended the Senior Executive Course 45 and served as Course Secretary-General. His professional experience spans leadership roles across government, corporate, and non-governmental sectors, having served on the boards of several organizations.
A distinguished legal professional, Hart holds a Master’s Degree in Environmental Law (LLM) and a Bachelor’s Degree in Law (LLB) from Abia State University. He is currently pursuing a Doctorate in Law, reflecting his commitment to continuous learning. He has also attended prestigious institutions such as the GOTNI Leadership Centre, NIPSS, and the School of Politics, Policy, and Governance (SPPG).

Hart is a member of several professional bodies, including the Chartered Institute of Directors of Nigeria (M.IoD), the Nigerian Institute of Chartered Arbitrators (ACIArb), and the Nigerian Bar Association (NBA).
In his new role as Chief of Staff, Hart will provide strategic guidance and support to the Deputy Speaker, overseeing legislative initiatives and driving policy implementation to promote good governance.
