The Director-General of the National Emergency Management Agency (NEMA), Mrs. Zubaida Umar, has called for urgent collaboration with the Universal Basic Education Commission (UBEC) to operationalise schools established at Rehabilitation Scheme for Persons Impacted by Conflict (RSPIC) sites across seven beneficiary states.
Umar made the appeal during a courtesy visit to UBEC headquarters in Abuja on February 11, 2026, stressing that while physical school infrastructure has been completed at the rehabilitation centres, critical components such as teachers, instructional materials and administrative support are needed to commence full academic activities.
She explained that the RSPIC project was conceived as a holistic intervention to address the pressing needs of conflict-affected communities, integrating education, healthcare and livelihood support into the resettlement framework.
According to the NEMA boss, the deliberate inclusion of schools in the rehabilitation sites was to guarantee access to quality basic education for children and young persons displaced by conflict, noting that education is central to sustainable recovery and long-term community stability.
“Equipping children with knowledge and skills is fundamental to rebuilding resilient communities after conflict,” she stated, adding that a strategic partnership with UBEC would ensure the facilities are fully functional and impactful.

In her response, UBEC Executive Secretary, Dr. Aisha Garba, assured NEMA of the Commission’s readiness to collaborate within its mandate of promoting and coordinating basic education nationwide.
Garba commended NEMA’s initiative in embedding educational infrastructure within the rehabilitation framework and pledged to work out practical modalities to support the operationalisation of the schools.
