The Honourable Minister of Water Resources and Sanitation, Engr. Prof. Joseph Terlumun Utsev, FNSE, has been conferred with the 2024 Service Delivery Award by the management of Blueprint Newspaper in recognition of his contributions to public service and governance.

The award was presented during the Blueprint Public Lecture, Impact Series, and Awards Ceremony held at the Abuja Continental Hotel, with the theme: “Exploring the Potential of Livestock Export.”
In a statement issued Tuesday by Mrs. Funmi Imuetinyan, Director of Information and Public Relations, the event highlighted the intersection of agriculture, media, and national development.
Delivering his remarks, Prof. Utsev lauded Blueprint Newspaper for amplifying national issues and fostering public awareness.
He reaffirmed the Ministry’s dedication to effective service delivery under the Renewed Hope Agenda of President Bola Ahmed Tinubu, GCFR. The Minister dedicated the award to God and President Tinubu, expressing gratitude for the recognition.
The occasion’s Chairman, Secretary to the Government of the Federation (SGF), Senator George Akume, CON, described livestock as a strategic asset for Nigeria’s economic growth.

He praised the recent establishment of the Federal Ministry of Livestock Development by President Tinubu, stating that it underscores a bold step toward industrialization, foreign exchange generation, and rural development.
Senator Akume also called on the media to sustain its pivotal role in democratic governance and national discourse.
In his goodwill message, Honourable Minister of Information and National Orientation, Alhaji Mohammed Idris, underscored the media’s role in accountability and urged practitioners to maintain professional integrity.
Delivering the keynote address, Prof. Attahiru Jega, former INEC Chairman and now Special Adviser to the President and National Coordinator of the Presidential Livestock Reform Initiative, provided insights into reforms shaping the livestock sector.
In his welcome address, Blueprint Managing Director/CEO, Mr. Salisu Umar, stated that award recipients were chosen based on merit, reflecting their impactful contributions in various sectors.
Other notable awardees included the Minister of Solid Minerals, Dele Alake; FCT Minister, Nyesom Wike; Minister of Works, David Umahi; and several distinguished Nigerians.
The event drew a distinguished audience including members of the National Assembly, academia, traditional rulers such as the Etsu Nupe, Brig. Gen. Yahaya Abubakar (Rtd), CFR, senior government officials, media professionals, and other stakeholders.
The Blueprint Impact Series has become a platform for celebrating excellence while encouraging dialogue on critical national issues.
