The Honourable Minister of Water Resources and Sanitation, Engr. Prof. Joseph Terlumun Utsev, FNSE, has expressed deep sorrow over the passing of Nigeria’s former President, Muhammadu Buhari, GCFR, describing him as a symbol of discipline, integrity, and selfless service.
In a condolence message issued on behalf of the Federal Ministry of Water Resources and Sanitation, Prof. Utsev extended his heartfelt sympathies to the Buhari family and the nation at large, noting that the former President’s legacy will remain etched in the fabric of Nigeria’s history.
“Former President Buhari was a symbol of discipline, integrity, and unwavering commitment to the service of Nigeria,” the Minister said. “His decades of sacrifice in both military and civilian leadership will forever remain etched in the annals of our nation’s history.”
He added that Buhari’s leadership inspired generations, particularly in areas of national development, transparency, and patriotism.

Prof. Utsev offered prayers for the family, asking God to grant them strength and fortitude to bear the loss, and also prayed for the eternal rest of the late statesman.
“The entire Water Sector joins His Excellency, President Bola Ahmed Tinubu, GCFR, in mourning this great loss and stands in solidarity with the family of the deceased during this difficult time,” the statement concluded.
Former President Muhammadu Buhari, who served as Nigeria’s Head of State from 1983 to 1985 and later as a democratically elected President from 2015 to 2023, died in London on Sunday at the age of 82.
